But pretty much 99.9% of Class-A/Class8 combinations (Tractor & Trailer) have air brakes. So I'm pretty unsure why you wouldn't want to study and test it.
What type of vehicle were you planning on driving?
And, just like having an "automatic transmission only" restriction, having a "no air brakes" restriction will SEVERELY LIMIT your potential to operate anything with wheels out there.
