    Driving Rules And Regulations will cover the basics like who needs a CDL, CDL classifications, CDL reqiurements and disqualifications, and why special CDL endorsements are sometimes required.

  • Arkansas Transporting Cargo Safely

    Transporting Cargo will cover the different terms related to truck and cargo weights, driver responsibilities regarding overweight trucks, the safe loading of cargo, and cargo securement.

    Safe Driving will cover the basics of a pre-trip inspection, basic control and backing, speed and lane control, managing space around your vehicle, and driving in poor weather conditions.

  • Arkansas Transporting Passengers

    Transporting Passengers is required for the passenger endorsement and will cover the basics of a pre-trip inspection for a bus, loading and securing passenger cargo, and school bus safety.

  • Arkansas School Bus

    The School Bus Endorsement is required in some states for driving a school bus. This section covers loading and unloading passengers safely, bus inspection, and regulations for passenger transport.

  • Arkansas Air Brakes

    Air Brakes will cover the various parts of an air brake system, air brake inspection, proper braking techniques, the differences between air brakes and hydraulic brakes, and stopping distance.

  • Arkansas Combination Vehicles

    Combination Vehicles is a requirement for driving a tractor trailer and will cover combination vehicle air brakes, coupling and uncoupling trailers, and combination vehicle air brake inspection.

  • Arkansas Doubles And Triples

    Doubles And Triples is an endorsement needed to pull double trailers or triple trailers and will cover coupling and uncoupling of doubles and triples, inspection, and air brake tests.

  • Arkansas Tankers

    Tankers is a required endorsement to pull tanker trailers or large totes of liquid and will cover the pre-trip inspection of tankers, tanker loading, and safe driving for tankers.

  • Arkansas Hazardous Materials

    Hazardous Materials is an endorsement required to pull hazardous cargo and covers labels and placards, loading and unloading hazardous materials, parking and routing, and emergency response.

  • Arkansas Pre-Trip Inspection

    Pre-Trip Inspection will cover the inspection of the outside of the truck, the air brake system, inspection of the trailer, engine start and check, and driver responsibilities.

  • Arkansas Driving Exam

    Driving Exam will cover the reqiurements for passing the CDL driving exam, the CDL driving exam scoring system, upgrades and downgrades, and the basics of the driving exam itself.

  • Arkansas Logbook Rules

    Logbook Rules is not a requirement for the CDL permit or endorsements but it's critical for doing your job. This is a very thorough section which covers all of the rules governing the logbook.

  • Arkansas Weight Distribution

    Weight Distribution is not a requirement for the permit or endorsements but is critical for doing your job. It will cover cargo loading, weight distribution, fuel calculations, and center of gravity.

Requirements to Obtain an Arkansas Commercial Learner's Permit

  • General Requirements
    • The person must be 18 years of age or older and provide proof of his/her age.
    • The person must have taken and passed a general knowledge test that meets the Federal standards contained in subparts F, G, and H of this part for the commercial motor vehicle group that person operates or expects to operate. (See Arkansas CDL Manual for more information.
    • The person must certify that he/she is not subject to any disqualification under § 383.51, or any license disqualification under State law, and that he/she does not have a driver's license from more than one State or jurisdiction.
    • The person must purchase a CDL-1 Form (test packet) from the Department of Finance & Administration, Revenue Office.
  • Documentation Needed
    • Valid Arkansas Driver’s License
    • Acceptable Proof of Legal Presence (More information below.)
    • Applicants must present a valid Arkansas Driver’s License, a current CDL-1 Form and one 91) Proof of Legal Presence Document, upon each visit to the testing center.
    • The person must provide proof that the State to which application is made is his/her State of domicile, as the term is defined in § 383.5. Acceptable proof of domicile is a document with the person's name and residential address within the State, such as a government issued tax form.

What are Arkansas's Residency Requirements to apply for a Commercial Learner's Permit?

Arkanasas requires that the applicant provide to the State proof of citizenship or lawful permanent residency. Acceptable Proofs of Citizenship or Lawful Permanent Residency Status are:

  • Valid, unexpired U.S. Passport.
  • Certified copy of a birth certificate filed with a State Office of Vital Statistics or equivalent agency in the individual's State of birth, Puerto Rico, the Virgin Islands, Guam, American Samoa or the Commonwealth of the Northern Mariana Islands.
  • Consular Report of Birth Abroad (CRBA) issued by the U.S. Department of State.
  • Certificate of Naturalization issued by the U.S. Department of Homeland Security (DHS).
  • Certificate of Citizenship issued by DHS.
  • Valid, unexpired Permanent Resident Card, issued by USCIS or INS.
  • Permanent Resident card or Employment Authorization Card (excludes Canada and Mexico).

What is the Cost to get an Arkansas Commercial Learner's Permit?

A Commercial drivers license (original or renewal) is $42.00. The Commercial drivers license test fee is $50.00.

Testing Locations

All CDL skills testing must be scheduled through the ASP CDL Help Desk. To schedule the skills portion, please call 501-618-8149 or email cdl.helpdesk@asp.arkansas.gov. To find your nearest testing center, go to the Arkansa State Police website and select your county.

Commercial Medical Examination

All commercial drivers of vehicles in interstate commerce with a maximum gross vehicle weight rating of over 10,000 pounds (4,536 kilograms) are required to obtain and maintain a valid Medical Examiner's Certificate (ME Certificate). Commercial drivers who drive vehicles requiring a CDL have two additional requirements.

CDL holders must provide their SDLA with a copy of their ME Certificate. This information is only being added to the State driving records of CDL holders. Non-CDL holders are not required to self-certify or submit a copy of their ME Certificate to their SDLA. CDL holders, who are found driving in a category other than one to which they self-certified, are subject to suspension or revocation of their commercial driving privileges. CDL drivers, who do not update the expiration date of their ME Certificate with their State, will have their commercial driving privileges downgraded, and will not be eligible to drive a commercial motor vehicle that requires a CDL.

What Information is on the Arkansas Commercial Learner's Permit Test?

You will have to take one or more knowledge tests, depending on what class of license and what endorsements you need. The CDL knowledge tests include:

  • The general knowledge test, taken by all applicants
  • The passenger transport test, taken by all bus driver applicants.
  • The air brakes test, which you must take if your vehicle has air brakes, including air over hydraulic brakes.
  • The combination vehicles test, which is required if you want to drive combination vehicles.
  • The hazardous materials test, required if you want to haul hazardous materials as defined in CFR, Title 49 §383.5. In order to obtain this endorsement, you are also required to pass a Transportation Security Administration (TSA) background check
  • The tank vehicle test, required if you want to haul any liquid or gaseous materials in a tank or tanks having an individual rated capacity of more than 119 gallons and an aggregate rated capacity of 1,000 gallons or more that is either permanently or temporarily attached to the vehicle or chassis
  • The doubles/triples test, required if you want to pull double or triple trailers.
  • The school bus test, required if you want to drive a school bus

Military Test Waiver

The Commercial Driver License (CDL) skills test waiver form may be used by service members who are currently licensed and who are or were employed within the past year (12 months) in a military position requiring the operation of a military motor vehicle equivalent to a Commercial Motor Vehicle (CMV). This waiver allows a qualified service member to apply for a CDL without skills testing.

CDL knowledge (written) test(s) cannot be waived. The transfer of School Bus(S) and/or Passenger (P) endorsements under this Waiver Program are prohibited. Click here for the application.

Other Important Information

Act 922 relating to commercial driver license went into effect on July 31, 2017. This act requires the completion of a Human Trafficking Prevention Course for the issuance or renewal of a Class “A” CDL. This course will provide evidence of completion (a certificate) to the Department of Finance and Administration in order to be issued a new Class “A” or the renewal of a Class “A” license. Effective January 1, 2008, Act 637 requires all employers of Arkansas commercial drivers to search the Arkansas Commercial Driver Alcohol and Drug Testing Database prior to hiring a commercial driver. Arkansas employers and Medical Review Officers authorized in the state of Arkansas are responsible for reporting positive drug and/or alcohol test results, the refusal to submit to a drug and/or alcohol test or the submission of an altered specimen to this central database.
