Right hand turns

I was hoping to get verification. I have class b liscence and been driving quadaxle milk truck 4 yrs. I got my class A learner's permit last week. I am planning on getting out driving tomorrow. My question is when going to make right turn and there are cars waiting to turn do you wait for the cars to clear then turn? What is the way need to do it for road test? Guys supposed to be training me have different answers.
