Yayyy! Success lol. She has her permanent resident card. She's always wanted to become a citizen but hasn't because of the cost. I think maybe trucking will allow hervto have the money to get it done.

She has to talk to the State Department Of Motor Vehicles. I thought you had to be a full U.S. citizen to get a CDL but I'm not sure.

No, only a legal U.S. resident. I just got a postcard from the DMV , reminding me that my drivers license will expire soon. I need to bring my CDL and my birth certificate to renew. Non citizens need to bring in documentation authorizing them to LEGALLY work in the U.S. Now getting a Hazmat endorsement, may only go to U.S. citizens, but don't quote me on that.

CDL:

Commercial Driver's License (CDL)

A CDL is required to drive any of the following vehicles:

  • Any combination of vehicles with a gross combined weight rating (GCWR) of 26,001 or more pounds, providing the gross vehicle weight rating (GVWR) of the vehicle being towed is in excess of 10,000 pounds.
  • Any single vehicle with a GVWR of 26,001 or more pounds, or any such vehicle towing another not in excess of 10,000 pounds.
  • Any vehicle, regardless of size, designed to transport 16 or more persons, including the driver.
  • Any vehicle required by federal regulations to be placarded while transporting hazardous materials.

HAZMAT:

Hazardous Materials

Explosive, flammable, poisonous or otherwise potentially dangerous cargo. Large amounts of especially hazardous cargo are required to be placarded under HAZMAT regulations

Dm:

Dispatcher, Fleet Manager, Driver Manager

The primary person a driver communicates with at his/her company. A dispatcher can play many roles, depending on the company's structure. Dispatchers may assign freight, file requests for home time, relay messages between the driver and management, inform customer service of any delays, change appointment times, and report information to the load planners.

DMV:

Department of Motor Vehicles, Bureau of Motor Vehicles

The state agency that handles everything related to your driver's licences, including testing, issuance, transfers, and revocation.

Unfortunately that page that was linked to is only referring to regular driver's licenses, not a commercial driver's license. So I'm still not sure to tell you the truth. I was looking around a bit but haven't found anything definitive yet.

And I don't think this is going to be a state by state thing. This will be a Federal requirement.

Ok good news. Here we go.

According to the FMCSA under COMMERCIAL DRIVER'S LICENSE STANDARDS; REQUIREMENTS AND PENALTIES:

(9) The person must provide proof of citizenship or lawful permanent residency as specified in Table 1 of this section, or be registered under paragraph (f) of this section.

And here's table 1:

Table 1 to 383.71 - List of Acceptable Proofs of Citizenship or Lawful Permanent Residency

US Citizen

  • Valid, unexpired U.S. Passport
  • Certified copy of a birth certificate filed with a State Office of Vital Statistics or equivalent agency in the individual's State of birth, Puerto Rico, the Virgin Islands, Guam, American Samoa or the Commonwealth of the Northern Mariana Islands.
  • Consular Report of Birth Abroad (CRBA) issued by the U.S. Department of State.
  • Certificate of Naturalization issued by the U.S. Department of Homeland Security (DHS).
  • Certificate of Citizenship issued by DHS.

Lawful Permanent Resident

Valid, unexpired Permanent Resident Card, issued by USCIS or INS.

So I think that clears it up. According to the FMCSA you need to be either a U.S. citizen or a lawful permanent resident.

CSA:

Compliance, Safety, Accountability (CSA)

The CSA is a Federal Motor Carrier Safety Administration (FMCSA) initiative to improve large truck and bus safety and ultimately reduce crashes, injuries, and fatalities that are related to commercial motor vehicle

FMCSA:

Federal Motor Carrier Safety Administration

The FMCSA was established within the Department of Transportation on January 1, 2000. Their primary mission is to prevent commercial motor vehicle-related fatalities and injuries.

  • Commercial Drivers' Licenses
  • Data and Analysis
  • Regulatory Compliance and Enforcement
  • Research and Technology
  • Safety Assistance
  • Support and Information Sharing

DOT:

Department Of Transportation

A department of the federal executive branch responsible for the national highways and for railroad and airline safety. It also manages Amtrak, the national railroad system, and the Coast Guard.

State and Federal DOT Officers are responsible for commercial vehicle enforcement. "The truck police" you could call them.

Fm:
