Might be state rules. I took it with my permit tests. I didntt have a med card or do any of the background checks.
Yeah, every state is different but some states require you to get your CDL before you can add the Hazmat endorsement. They have to do a background check on you and maybe they don't want do that and then find out you changed your mind about getting your CDL. I'm not sure.
A CDL is required to drive any of the following vehicles:

I went to DMV and took my written Knowledge test for my CDL-A today, but they would only allow me to test for Tanker and 2x 3x endorsements. I was hoping someone here could help me understand why.
Do I have to have my CDL-A LICENSEu> before I can acquire my Hazmat Endorsement ? or Do I need to have my DOT Physical card to take the endorsement test? Thanks Oh, and I passed the test with flying colors
