They seem to change PSD rules from timw to time. You can come with the permit but I think they make you transfer it to MO then once you test out you transfer the CDL back to the home state.
In NJ the fees for the permit were twice as much as MO so o didn't bother. It doeant take long. I spent 20 min in MO DMV each time.... spent 7 hours in NJ just to transfer it home. Nj dmv sucks

The state agency that handles everything related to your driver's licences, including testing, issuance, transfers, and revocation.
Truck drivers who regularly pick up from or deliver to the shipping ports will often be required to carry a TWIC card.
Your TWIC is a tamper-resistant biometric card which acts as both your identification in secure areas, as well as an indicator of you having passed the necessary security clearance. TWIC cards are valid for five years. The issuance of TWIC cards is overseen by the Transportation Security Administration and the Department of Homeland Security.
Prime Inc has a CDL training program and the first phase is referred to as PSD. You'll get your permit and then 10,000 miles of on the road instruction.
Prime’s PSD begins with you obtaining your CDL permit. Then you’ll go on the road with a certified CDL instructor for no less than 75 hours of one-on-one behind the wheel training. After training, you’ll return to Prime’s corporate headquarters in Springfield, Missouri, for final CDL state testing and your CDL license.
Missouri DOT changed their rules and no longer transfers out of state permits, so either way, you'll have to get a new permit there.

State and Federal DOT Officers are responsible for commercial vehicle enforcement. "The truck police" you could call them.
Oh.. right. it is happening to a lot of states. Many states never complied with the Real ID act of 2005 and got some sort of exemption for a time period. There's a list somewhere. There was talk that the licenses in those states which did not comply with the fed reg would not be permitted to be used as ID for air travel. Anyone know what happened with that?
