Since I don't know the company or you, not sure if I can give you a definitive answer. Depends how desperate (no offense intended) they are for drivers. At a minimum post an application on their website and then place a follow-up call with one of their recruiters a day or two later. Chances are if they like your story, they will likely offer you a road test. If not you are at least on their radar for consideration in a year from now.

Depends on company size. Maybe. I have a friend who runs a 40 truck company and requires 2 years but using the term "trainee" he hired some people w one year. Not sure the details or legality but he would do it occasionally. Especially if he knew the driver.

Like the others said there can be exceptions. Without knowing the company its hard to tell though.

I know when I was at MATS talking to recruiters there is often some wiggle room. Companies hurting for drivers can loosen the restrictions and some will some will not. Much has to do with the kind of experience you have.

OWI:

Operating While Intoxicated

OOS:

When a violation by either a driver or company is confirmed, an out-of-service order removes either the driver or the vehicle from the roadway until the violation is corrected.
