If you ever plan on going local definitly get it, a lot of local companies want you to have it.
You dont have to have it but to gain entry to any port when they have a ship docked its a must have. Its not terribly hard to get just a few minutes then it comes by mail
I don't have a Twic card. I had to pick up at a port in Vancouver Washington once and the security gave me a number of someone that would escort me in for a fee. I had to pay $95 for this service but Prime reimbursed me on my next check.
You could always get it later if your trying to keep expenses down till you start making regular paychecks.
That was the only time it effected me so I haven't bothered to get one.

They're a little pricey if you're hurting for money when you're starting out, unless you're going to be using it all the time. I've used mine three or four times in two years to deliver or pick up loads at ports. It's pretty convenient, and I got a couple of those loads because there were no other drivers available with a TWIC.
The bonus feature is that you can use it to bypass the slow line at airports when you fly. Just show the nice TSA people your TWIC and all you have to do is walk through a metal detector to get to the gates. You don't even have to take off your shoes!
