You can apply at ANY TWIC OFFICE - but typically, you have to PICKUP at the same office you applied.
Trucking companies that are in "big trucking locations" (Springfield, Mo for example) have a nearby TWIC office. It's sometimes easier to apply there, as it's more likely you'll be getting into town there during normal business hours (as opposed to a weekend hometime, and wasting time trying to get into a TWIC office).
Similarly - FAST Border Cards (if you're with a company that goes into Canada often) can save time in crossings. These can be applied for on the internet. Canada did a phone interview with me, but I had to show up at a CBP office for the U.S. side - and they were 10X the testicle-busters that Canada was. So if your company suggests/requires a FAST card - you will setup your interview with U.S. CBP at a crossing office you cross the most at. They are "interview slots", which is a PITA, because you never know when you can get there, unless your office is real close to a crossing.

I live in North Carolina. The Nearest enrollment center for TWIC cards is in South Carolina. Can I enroll in a different state or do I have to go to one further away in North Carolina?
