I may have read that question incorrectly. You are allowed to have a license and a permit in the same state at the same time. Your non CDL license will allow you to drive whatever class it is issued for. Your CLP will allow you to drive unloaded vehicles with another driver that is licensed in that class (sometimes with experience depending on the state) in the vehicle. There may be other restrictions on what a CLP covers including hours of operation. The permits I have seen indicate they are only valid during certain times of the day and evening. Check your State Commercial manual.
