States seem to vary slightly on those issues. I can only tell you what was/is like in Kentucky.
Must have a current DOT physical on file with the state before being allowed to take written exams.
All endorsements can be taken at that time with exception of hazmat. Before being allowed to take that exam the background and fingerprint checks must have been already completed. Must take a letter from the Kentucky Transportation Cabinet authorizing you to take your hazmat exam. They send out this authorization to test after you've passed the background checks.
I'm sure other states are different so call your local DMV , BMV , County Clerk's office.. whoever it is that issues licenses in your state, and ask them for the most current information for your state of domecile.

In order to take the written tests for the CLP do I need the DOT physical knocked out of the way first?
Regarding endorsements I was thinking of tanker, hazmat , and doubles. Might as well get what i can. Am i missing any? Can I take the endorsement tests the same time I take the tests for the CLP or do i have to wait to get my full CDL first? Regarding taking the hazmat written test do I have to have all the tsa stuff done first and approved?

Doubles:
Refers to pulling two trailers at the same time, otherwise known as "pups" or "pup trailers" because they're only about 28 feet long. However there are some states that allow doubles that are each 48 feet in length.
CLP:
Commercial Learner's Permit
Before getting their CDL, commercial drivers will receive their commercial learner's permit (CLP) upon passing the written portion of the CDL exam. They will not have to retake the written exam to get their CDL.
