This one really has me wondering why someone didn't red tag this, or if they were even paying attention.
It's mostly possible "not paying attention" is the culprit. Or indifference: "Look under the trailer?? what?? It has wheels, I'll pull it."
I believe another, related, possibility, is that calling this trailer in to Maintenance involves lost (unpaid) time on the driver's part, the loss of the load and other "bad" things. Despite the fact that a truck driver gets the blame/ fine/ points when DOT inspects the rig.

State and Federal DOT Officers are responsible for commercial vehicle enforcement. "The truck police" you could call them.

They took this load off me, and I got a better one, so I can't say this angered me, too much.
Still I am surprised that the trailer was even supported by the one spring.
