What do you mean by "personal use CDL?". Are you quitting driving a Commercial Vehicle, and want to keep your CDL active? If that is the case, you must keep your DOT medical card current. If you do not plan to use your CDL ever again, just go to MVD and downgrade your license to a standard operators license.
A CDL is required to drive any of the following vehicles:

State and Federal DOT Officers are responsible for commercial vehicle enforcement. "The truck police" you could call them.
Does anyone know if I have to go to the office or can this be done online, haven't found any information on the TXDOT sites about this?
Just call them and ask. I know two people who have non-commercial Class A licenses and they both had to take a skills test. They were upgrading not downgrading but you how Texas is so just call them. My guess is you're going to have to go in to the office.
