Will it apply brakes if a vehicle passing gets within the safe following distance however is going faster than you?
My truck has On Guard but the new Schneider trucks use another system. But if a car passes me and cuts back right in front of me but is going faster then my truck will not slow down. Unless they are barely going faster like 1-5MPH or so then my truck will back off a bit.
But sometimes the system acts weird, and will slow down randomly. His truck probably tried to slow down and that's why he did that. I know when mine does that and I know the truck or car is going faster, I'll override it by hitting the fuel.

He may have simply not wanted the spray on his windshield from your tires.
Crash mitigation systems will typically only apply the brakes if your closing distance becomes unsafe, or if it senses a potential collision.

That’s what I was thinking, too.

Roads were completely dry at this point, about 100 miles from where I ran into the snow. Oh well, ill just chalk it up to people do weird things.

Yeah there's that too
The Crash Mitigation System is a thing that is here to stay. It’s a love/hate thing that we all need to get used to. Once mastered it’s a great aid to driving, but it will never trump the driver’s sound judgement and caution.
With swift's new safety ranking system a following too close is worth 21 points. He may have moved over to ensure not getting tagged with one.

How exactly does it work?
Will it apply brakes if a vehicle passing gets within the safe following distance however is going faster than you? I know in most newer trucks the cruise control will match the speed as you approach but that isn't the case here.
Reason I ask is yesterday I had a long day of driving through some snow and ice in MN so I did something I dont like doing, running against the governor (70 mph) until i got to where it wasn't safe to do so. Made it back with 22 minutes left on my 14 and unfortunately couldn't use my 16 extension due to staying out overnight last Sunday. Anyhow, I passed a truck (swift) and after I moved over he jerked the wheel into the left lane and stayed there until I was about half mile ahead of him. It was quite bizarre as I gave same amount of space as I always do but trying to figure out why he'd make such a weird move.
