The best company to sign on with that pays you while you train is any company that pays you while you train.
Welcome, Little Mac.
Don't get too hung up on finding the best company yet. The best is subjective, depending on what you need out of a company.
Instead, take a look at the link Rob T provided, find companies that interest you, and apply to them all . You'll soon start getting replies from those companies, and only then will you know which ones are interested in you, so you can then fine tune your choice to match what suits you.
All too often we see people spend a crazy amount of time researching one or two companies, only to ultimately find out those companies may not be hiring in there area at the time. So all their time was wasted, and they're back to square one.
You may as well get a jump on the process by checking out these links as well. Good luck.

Hi road kings and queens! I'm VERY interested in getting my CDL. There's a tech college in my city that has a CDL program, but I'm thinking more of going with a company that offers training. Could I get some advice on the following questions plz? 1) Company that pays while you train? 2) Either covers lodging/food, or assists with it. 3) I'm in southern WI so I'd like to possibly find something kinda close by.
Thank you for any and all the help. Everyone stay safe out there ROLL ON!! Sincerely, Little Mac
