By the way the nearest safe parking for PC should not be confused with "safe haven" which is a technical term for certain HAZMAT materials.

It will depend on the company you work for. Some do not allow it at all. My company does and I will use to get to next good parking area with restroom. I also will PC to a grocery store if needed during 10 or 34 hour break but am not suppose to further the load towards destination.
The way I understand it is you dont use PC to reach a safe haven, you violate then add a note saying you were headed to nearest safe haven. Because whether you are advancing the load or not you still cant be off duty and moving the load. Feel free to correct me if I'm wrong.

Probably because we both work at Millis, this is how I understand it as well. You can PC empty or bobtail to a parking spot or a grocery store, restaurant etc but not under a load. We're allowed to violate within reason to a safe haven but it must be the nearest stop and it cannot be a terminal for us.
"Bobtailing" means you are driving a tractor without a trailer attached.
A facility where trucking companies operate out of, or their "home base" if you will. A lot of major companies have multiple terminals around the country which usually consist of the main office building, a drop lot for trailers, and sometimes a repair shop and wash facilities.
Sounds like each company does it a little different. I’m surprised there isn’t one official way the DOT wants it. For us we have to call and get permission. They send us a note on the pc with specific permission to go to the nearest truck stop. then we log on duty followed by break which creates a “time stamp” for safety. When we arrive we log post trip and call safety they then turn the time between on duty and post trip and edit it as off duty PC.

Now remember on anything, just because it's a federal rule, law, or guidance, individual companies can set their own policies, too.
The rule is very clear what is allowed. It is companies polices that cause the confussion.
Recently I parked in a 4 hr truck parking zone near Sumner WA. About 6 hrs later had someone knock on the door. Cop said he recorded me as being longer than 4 hrs and I had to move. I asked if I could finish out my clock and he said if I didn't move I would get a ticket and be towed.
So called the office and was told to go Off Duty and PC, putting "Required to Move in comments. Then go find a place to park....as if there is anything at 0400 :-P
