There have been a few times that I couldn't maintain speed minimums on upgrades due to heavy loads. My going below speed minimum only lasted for a few minutes or few miles. What are the risk of being fined going below the minimum for a short period of time? If I did get fined, I don't think the company would pay the fine. If I reroute, it could make my trip much longer.

Not to worry, your chances of being fined for going below minimum speed uphill is zero. Now on flatlands if you're putting along at 35 expect a ticket. Police know loaded trucks cannot maintain speed uphill, that's why there are slow truck lanes on big hills all throughout the country.

Look for signage instructing use of the 4-way flashers if below a minimum speed.

Good to know. I have found myself at times forgetting to reset my cruise after braking on flatland and slowing down enough to where everyone is passing me before realizing that I am under my governed speed. But, even I catch it before it slows to 35 lol.

Rule I follow is anytime I'm doing 45 mph or below, turn on the 4 ways.

Same here except in California, with it's 55mph. There, I usually turn them on at about 40mph.
