The FMCSA was established within the Department of Transportation on January 1, 2000. Their primary mission is to prevent commercial motor vehicle-related fatalities and injuries.
What Does The FMCSA Do?
A department of the federal executive branch responsible for the national highways and for railroad and airline safety. It also manages Amtrak, the national railroad system, and the Coast Guard.
State and Federal DOT Officers are responsible for commercial vehicle enforcement. "The truck police" you could call them.
Logs and HOS are much easier to understand once you're out here doing it. Some companies don't allow their drivers to use splits. I don't use them pulling dry van. With the newest ELD laws it is a little easier. Our resident expert is Kearney. I think she has an article on here, she also has a couple of YouTube videos on it.
My best understanding is you drive a few hours, park, go into sleeper berth for eight hours. Then drive a few hours, park and go off duty or sleeper berth for two hours. The hours you will have will be 11- the hours you drove between the breaks.

As Anne hinted, O. S. and others are putting together a new explanation for the Split Berth. I can't find it using Search, but Old School posted and discussed most of it a few months ago.
Our son has used a 7/3 split twice in the past two weeks but it can get confusing sometimes so using the link above can be useful for him to confirm compliance. I saw Kearsey's 8/2 video. There aren't many done after the new rules last September. Looking forward to the update here. It seems that there might be an opportunity for someone to create an app for driver trip planning (I mean for drivers, not software for companies). The FMCSA link works well but would be better if one could go in and edit an entry instead of having to delete it.

Truck drivers who regularly pick up from or deliver to the shipping ports will often be required to carry a TWIC card.
Your TWIC is a tamper-resistant biometric card which acts as both your identification in secure areas, as well as an indicator of you having passed the necessary security clearance. TWIC cards are valid for five years. The issuance of TWIC cards is overseen by the Transportation Security Administration and the Department of Homeland Security.
