Almost every night I see a truck on the road with these lights turned on facing the rear. The light is coming from the rear edge of the cab extender. It's a little hard to tell bc of the glare. Some of them are really bright. It's almost like someone coming at you with their brights on.

Is there an obvious reason for this that I'm not thinking of? If so, what is it?

Those lights are for backing. They just light up a dock or parking space at night. I think they've simply forgotten to turn them off. There's no reason to drive with them on. it doesn't help you in any way.

HOS refers to the logbook hours of service regulations.

The driver would need to look on the mirrors to notice these are still on. We know many "professional" drivers do not use mirrors when driving in a straight line at night. Hard to text and use a mirror, too!

Yes. They are utility lights. I see it so frequently that I was wondering whether there was a safety reason some drivers choose to keep them on. As Brett said, it's probably just that drivers forget to turn them off.

OOS:

When a violation by either a driver or company is confirmed, an out-of-service order removes either the driver or the vehicle from the roadway until the violation is corrected.

I turn them on to see the fenders on my trailers when I'm coupling as I usually try to roll out around 0400 or earlier. I'm nearly positive my truck turns them off when it auto moves me to the drive line cause I've driven around the tank wash and they've been off when I got to the other side

I have seen some drivers that have them to use them as a "blink-blink thank you" for passing safely and other drivers use them to annoy drivers for some other reasons. They are a good tool if used properly but can be annoying or worse a dangerous idea of blinding someone.

Could be a Schneider thing

It depends on the manufacturer, and it depends if they're an add on. From the factory, a FL will go off automatically before 10 mph, whereas a Pete or KW (PACCAR products) will stay on when selected. If it's just run from a power supply wire through a switch, these could stay illuminated indefinitely with any truck.
