The fact is there was always the scenario that there were more trucks on the highway than spaces to park them. So with the slow down and less trucks moving around you still have truck stops full. It will take a total collapse of the economy to create empty truck stops unless trucks get abandoned and left at the truck stops.

That’s a new thought to me about trucks being abandoned at truck stops. That’s a very bad thing, regardless of the reason.
On a side note, I parked at a Petro in North Little Rock, AR recently and reserved parking was $23.
If truck stops aren’t full, it has yet to be reflected in their reserved parking prices.
Ontario Ca Petro is charging 38.00 for reserved and 30 for all other spots.
I stay at mom and pops if not a customer.
To me, it seems that the ones in or near cities or big distribution centers aren't emptying out nearly as much, because drivers are sitting around waiting for a preplan. I have also noticed that some of the big distribution centers, that are usually packed with trailers, actually have some empty spaces now. All of our terminals on the west coast are a mess, packed with returned empty trailers, and drivers parked waiting for a preplan. Many of our drivers are having to park on the street, due to no parking available at terminals.
A facility where trucking companies operate out of, or their "home base" if you will. A lot of major companies have multiple terminals around the country which usually consist of the main office building, a drop lot for trailers, and sometimes a repair shop and wash facilities.

It seems to me like they've been filling up earlier than usual and not emptying out as early in the morning. I figured more trucks sitting waiting on their next dispatch than before. Like some others here, I prefer off-brand, more hole in the wall places, to avoid the zoos that the major chain stops become, with people making up spots far beyond what could be considered reasonable.
OOS:
When a violation by either a driver or company is confirmed, an out-of-service order removes either the driver or the vehicle from the roadway until the violation is corrected.
