I'm not sure what your concerns are. Unless there's something you are not telling us, your SPE certification is good in all states.
If you are "new" in the U.S. you should share with us how you accomplished all this. It is not an easy task for a natural born citizen to do what you've done.
RealDiehl, this is a certificate available to drivers who may have a birth defect or maybe an amputation of a limb, or maybe even an injury that would keep them from passing the D.O.T. physical.
Getting it is a little complicated because of the process, and finding an orthopedic doctor to sign off on it. The certificate is a Skills Performance Evaluation showing you are capable of safely driving a big rig with your particular handicap.
