I had my permit and all of my endorsements except for hazmat before I went to school, and I would highly recommend doing so. At the very least go through the high road training program on here so you are ready to take the tests when you get there.
To me the only downside was that you have to pay for your physical to get your permit at home, then will have to take another physical at school which you either pay for separately or is included in your tuition so your still paying. But to me the extra cost was well worth not feeling like I had to cram study time every night during the first week of school.
When it came time for the students to go to the DMV for their permits I was able to stay at the school and pick the brains of the instructors which are experienced drivers. Again worth the small amount extra I had paid in advance. We had some students fail the first attempt so there was going to be time set aside for them to return and retest the next day. Knowing this I jumped on the High Road training and looked over the hazmat q/a section. I went to the DMV the next day while others were taking permit test and passed my Hazmat test.
Your millage may very, but I was sure glad I had my permit beforehand when I saw the looks on everyone else's faces as they were cramming to pass the test!

If the costs of the tests and the physical are included in the school, I would wait. You can, and should, be thoroughly prepared to walk in to the DMV and easily pass all the test you take if learn the High Road training materials. It does eliminate a lot of pressure.

If I go to school in my home state would it be at my advantage to go to DMV pre school and have my tests complete and learner's permit in hand my first day at school leaving more time to focus on other things I need to learn in the short 3 weeks.
