Illinois won't let you transfer an out of state CDL without repeating the entire testing process. You should get an Illinois permit before you go to WI and then do all of your testing in Illinois.
I would ask the Millis recruiter about the testing process and how you test in Illinois. Im originally from Illinois and I just moved back from living in Florida for 30 years. I moved to Indiana instead of Illinois specifically because of their unreasonable CDL requirements for out of state CDL holders.

I'm not completely sure on how it works if you already have a CDL and move to Illinois and transfer it. But here is a response I got from the SoS office about CDL's.
For the State of Illinois to accept out-of-state skills/drive testing results, the individual is required to have taken the appropriate written test(s) in Illinois and be issued a Commercial Learner’s Permit (CLP) on or after July 1, 2015. The State that administered the skills/drive testing must transmit the results electronically to the licensing State in an efficient and secure manner.

Before getting their CDL, commercial drivers will receive their commercial learner's permit (CLP) upon passing the written portion of the CDL exam. They will not have to retake the written exam to get their CDL.
Why is Illinois such a PITA?!?! I never here anything about other states being such a pain, well maybe California with their inspections but even then it doesn't sounds as frustrating as Illinois is with everything else.
Not that I had any plans anyways, but I don't think i'm ever going to move to Illinois. If the cold as hell winters were not enough their cdl crud is the icing on the cake.

That date is the give-away. After July 1 this year, you take your local state's written test to get the permit. Then when you go to Trucking school in Texas of wherever, the school can give you the skills test. Texas DMV processes it, sends an email to Home State, you're done! No more traipsing back home for any driving test.
This simplifies the CDL process, and gets you on the road with you're company faster. Earlier today I posted the CFR involved.

Millis Transfer has accepted me into there school in Richfield, Wi. My question is will Illinois accept the out of state. I've been refused by other companies because of the way Illinois is set up.
