New federal guidelines for getting your CDL on February 7th

If I get my permit but not my CDL before February 7th will I still be held to the new federal guidelines after February 7th or would I have to retake the written portion of the test because I read it was supposed to get harder like instead of four sections of the test that will be 31 section 27 of them being driver Theory
