SPE (Skill Performance Evaluation) Certificate

Hello, I don't speak English and I translated this. I've been struggling with the SPE and how to send the application so that they give me permission to practice. Now I'm seeing that the new SPE update says that to drive only in one state I don't need the certificate and I only want to drive in California. Does anyone know what should be done in this case?
