DOT Compliance 49 CFR 172.704

I was wondering if anyone on here can answer this question. I have my Hazmat endorsement with no restrictions. This was the year to renew my license and I also got my TWIC card with I was renewing. My boss called the other day and said that we were having a mandatory DOT training day before the summer work season begins. I was wondering.....is the Dot Compliance something new? Is this a new law? I started digging around online and I am finding a lot of training programs offering a 2 day training plus this is supposed to be refreshed every 3 years. I can't believe that I didn't know about this till the last minute!
