Are practitioners at Kaiser allowed by DOT to do physicals? They changed the requirements a few years back and now practitioners have to be approved and listed with DOT.

Hello all, I have been driving with diabetes since 2008. I haven't had any problems passing the DOT physical so far. The problem is that I have just developed peripheral neuropathy, which isn't bad - just a few pins-and-needles here and there that come and go, but one examiner already told me that he would not pass me, if my diabetic nurse practitioner writes down that I have neuropathy on the MCSA-5870 form that she fills out (which I hand to the examiner). That examiner told me that his business insurance requires him to take a hard line on issues like this.
The question then becomes, how do I find an examiner that will pass me? The one idea I have now is to get the DOT physical done at Kaiser - where the diabetes nurse also works.
If anyone has any ideas, please let me know. Thank you.
