Cat Scales And When To Use Them?

I pull split axle trailers so I don't really worry to much about the weight if my tractor gauge is good I'm confident to go with out a cat scale. I sometimes will pull the same trailer for 2 or 3 weeks. I only trust the gauge if I calibrate it myself. If a shippers scale matches what my tractor gauge says I will feel comfortable calibrating the trailer with that scale.
Shipper:
The customer who is shipping the freight. This is where the driver will pick up a load and then deliver it to the receiver or consignee.

TWIC:
Transportation Worker Identification Credential
