Short strapping is folding the strap over and stuffing the fold in the slot in the winch. I believe that's what it's called, I was told at Primes Securement class that is illegal, so I never do it.
Not sure what dot wrap is, I probably should know that.

Can some one please explain what short strapping is and what a dot wrap is?

a lot of people do things the same way for a long time and even teach a lot of people to do it the wrong way...
you'd be surprised how many plumbers don't know the proper way to use certain types of glues even though almost every container has the directions on it. even the union guys that go through 5 years of "schooling" to learn their trade.
i used to work for a soils engineering outfit, all the time we get the I've been doing it like this for years... that statement comes up because they are failing to get within the 90 or 95% of max density...
their are standards to follow weather its ASTM, FMCSA... people have been following the standards wrong because 1 they have changed or 2 they never read them in the first place and they only learned by word of mouth...

Operating While Intoxicated
Yeah I got a call from my FM today and she accused me of short strapping a load and I was sure I had not and Chris confirmed I had not because I was sure that was the same thing he had mentioned and I believe a dot wrap is where you hook the strap to rub rail but you loop the strap all the way around the hook and I was told roehl does not use this practice however it was taught to me in roehls cargo Securment course so I was just checking before I tried to defend myself.

I've heard the practice of stuffing the fold into the winch as "half-strapping" so I'd guess it's the same as short strapping, as Chris said. (The right way is to pull the strap all the way through the winch.) I picked up a repower the other day that was short strapped. The guy also didn't wrap the strap around the hook. He's been flatbedding for 8 years, so not a rookie mistake. I think the temptation is to do it that way because it's faster...but definitely not safer.
