Just did a quick check over at the TSA.GOV website, and it states that eligibility is for Naturalized Citizens, U.S. Citizens, and Lawful Permenant Resident (I-551, commonly known as a green card).
So you're better off running for the president of the United States than trying to get a Hazmat Endorsement??
I don't think the current president we have now ever did show his birth certificate..
Explosive, flammable, poisonous or otherwise potentially dangerous cargo. Large amounts of especially hazardous cargo are required to be placarded under HAZMAT regulations

Mario, the thing about having the Hazmat is that it makes you available for more loads and that is what keeps your wheels turning at times. Hazmat can be all kinds of things, household paints, and even orange juice concentrate is considered hazmat. Now if you are down in Florida and needing a load out of there, you sure want to be able to haul some orange juice concentrate! It is hard to get loads when in Florida and you want to have every advantage you can.
Here's a link to an interesting Hazmat Load I came across a few year back. Check it out, we hauled away a five story building!
