It could be the 12v charger you're using and not the outlet, especially if every outlet is doing the same thing. Try a different charger (you can buy the 12v usb plugins for $3-4). If that doesn't work, try replacing the fuse (box is located in the driver's side cargo compartment). Short of that I don't know what to tell you. My T680 has a lot of electrical issues but none really affecting the outlets.
I'm with CS. I believe it's your charger. I had a bad usb cord do the same thing to me as well.
Cell phones need a minimum of 1.5v to charge, 1.2v is pushing the low end... ensure your chargers are pushing atleast 1.5v otherwise it'll be like pushing a truck out of dock with no power.

Okay, so my t680 runs fine except when I use my 12v plugins. I plug my phone in and it says it's charging but it starts dying instead. I tested my phone in a wall outlet and it charged right up. But for some reason my 12v plugins have extremely low voltage or something. I'm not sure what it could be?
