It truly amazes me how companies scream, 'safety, safety, safety' but, we have to do silly crap like this.

Companies scream safety, safety, safety because it's an unbelievably dangerous job and there's no getting around that. Do you expect them to turn down freight because a place might be difficult to back into? Or maybe they shouldn't send you into crowded cities? Maybe they should shut down all winter long because the roads might be slick?
Whether you meant to or not, you're clearly implying that companies say they want you to be safe but then they make you do dangerous things, as if they're hypocrites. That's not the case at all. This is a dangerous job. There is no such thing as a safe trucking job. They're all dangerous jobs and they all require an incredibly high level of professionalism and disciplined decision making from the driver.
So yes, of course companies are aware of the circumstances out there. That's why they want drivers to focus on safety first above all else.
