There's also a lot of experimentation going on with using various types of balloons and drones to create or enhance wireless signals for military (battlefield data) or civilian use (the Internet!).
It is either for radar or security. While a drone has to keep on moving, a ballon is stationary, and the camera can keep on moving to get a 360 degree view of the area.

Cool Picture. I use to issue weather advisories for those during my Air Force days. Anchorman and Dave are right, they are used to assist with border security.
No picture to post, but a wayward steer had I-85 N in GA (somewhere around the 136) shut down for a bit. At first I thought it was an accident then I saw the angus just ambling around like he owned the place. The strange things one sees out here.

Saw this way out in the middle of no where Texas. According to the sign it is apart of the USAF. I have theories as to what it might be but would be great to actually know.
A bit big for a weather balloon. Maybe some kind of experimental lighter than air recon? Prototype unmanned drone or maybe it's fill with all types of intelligence monitoring equipment and is meant to be stationary above a target of interest and can't be picked up on radar? I have no clue but it's a bit weird.
