Flatbed 96" Wide How To Strap Properly

I currently own a flatbed width 102" I found a good deal on a 96" width. Being that I strap through the inside of the rails, I know that with a 96" that will not be possible. So I'm wondering if the DOT would pull me into scale if I strap on the outside of the rails or is that legal?

Department Of Transportation

A department of the federal executive branch responsible for the national highways and for railroad and airline safety. It also manages Amtrak, the national railroad system, and the Coast Guard.

State and Federal DOT Officers are responsible for commercial vehicle enforcement. "The truck police" you could call them.

Sometimes you have to go to the outside because the rail got bent. I don’t like doing it, but I’ve never had an issue.
