I travel through DC every week on I495. The main thing is to have a lot of patience. Take you time. The normal traffic in non rush hour times looks like rush hour everywhere else. Make sure you keep plenty of space around your truck. You will be cut off. Expect it. It can be hectic but its doable. The speed limit is 55 mph.
Avoid the local times of 6-8am and 3:30- 6:30pm if you can. Heaviest traffic times. Treat it like you would if driving in any other big city except be 100 times more watchful. But really if you are watching out for yourself and others then you will do fine.

I may add more later but, here's the situation, would like input, don't want a ticket, or other problems- advice much welcomed: will be coming from I66; I494 N (any issues I should know getting around DC?); then I'm supposed to take I95 N & make the 1st drop in MD, 2nd drop in DE. What about rear tandem settings in that area? Restricted routes? It's going to be a wild ride!

Tandem Axles
A set of axles spaced close together, legally defined as more than 40 and less than 96 inches apart by the USDOT. Drivers tend to refer to the tandem axles on their trailer as just "tandems". You might hear a driver say, "I'm 400 pounds overweight on my tandems", referring to his trailer tandems, not his tractor tandems. Tractor tandems are generally just referred to as "drives" which is short for "drive axles".
