Harold, that word "except" is a red flag. When you see it or the word "not" in a question, it is a question designed to make you think. The program is built that way because that is often times how the wording on some of the actual test questions will be worded. They are designed to sort of make you use some logic. Those types of questions tend to sort out the folks who are guessing and the ones who really know their stuff.
Questions like that need to be read very slowly and thoughtfully. Try it again and see if you can figure it out.
Also, have you noticed that at the end of each question the program shows you where to find the answer? Click on that and you should be able to figure it out that way - that is not cheating, it is re-enforcement of the correct answer in your mind, which is the key to learning.

There is no exception. It's just a badly worded question which is the way the exam is written.
It's just a trick to mess with you!! I know my test today at the DMV had a butt load of those questions!

I'm studying high road cdl training and a bit confused. On question 13 page 88 about traffic in an intersection. The word except made me think never would then be always, and make always mean never. First question I got wrong: traffic in an intersection always has right of way except, always have right of way? Would someone please help me understand! Thanks
