I agree...I looked at MA DOT (department of registry) and although they refer to the "automatic restriction" on the CDL they do not clearly specify the circumstance(s) requiring that to be placed on the license.

Tried to search the MA RMV,,, confusing, while I wasn't able to come up with the CDL Restriction codes, I'm Sure they have no air brake, and No Manual Transmission Restrictions...
Heck they have a ton of restriction Codes for automobiles, Restriction Code E for "Automatic Transmission Only"

You are correcte, however, it is up to each state to determine the "best way" to implement the new law. The endorsements anbd restriction, from my understanding, are not law, but regulations, there is a difference. As said earlier, the state of Maine only recently adapted the new restrictions. Massachusetts still mey be "in the process" of doing so, therefore, able to not have to add the restriction.
There will always be states rights issues, and plenty of states have chosen to ignore federal laws, whenever they have pleased if it violated their own laws, in many different circumstances. But this is not a political history lesson.
