I would be willing to believe that it was just a normal inattentive driver who was approaching slowed traffic due to the construction zone and never realized it until it was to late. It happens all the time.
That's why I didn't comment on A-man's (that doesn't sound right for some reason) first news link. That article had nothing saying what caused the accident.

That's it right there. I hate to say the obvious, but if you rear-end somebody, it's your fault for not leaving enough space to stop in time, and/or for not paying attention to the road in front of you. The only possible exception I can think of is where some idiot with road rage cuts in front of your bumper and slams on their brakes - and then you'd better hope you have a dashcam and it's working.

I am no accident investigator, but the roll-off truck obviously hit the Swift trailer at a high rate of speed. Why the huge variance in speed is anyone's guess, however even if the Swift truck's engine brake came on for no reason, it's difficult to imagine it slowing the truck so quickly and for a prolonged period of time to cause this much damage.
I have experienced the Jake abruptly kicking-in because of inanimate objects like large signs and such, but usually for only a second. Now if that occurs when someone is hugging my rear, then an impact is very possible.
Let's not rush to judgement. Its rare that only one factor is the cause of an accident like this.
