Fines and Penalties - Using a hand-held mobile phone while driving a CMV can result in driver disqualification. Penalties can be up to $2,750 for drivers and up to $11,000 for employers who allow or require drivers to use a hand-held communications device while driving.
Disqualification - Multiple violations of the prohibition of using a hand-held mobile phone while driving a CMV can result in a driver disqualification by FMCSA. Multiple violations of State laws prohibiting use of a mobile phone while driving a CMV is a serious traffic violation that could result in a disqualification by a State of drivers required to have a Commercial Drivers License.
Holding, dialing, or even reaching for a phone (where your butt leaves the seated position - stretching the seat belt past your "normal seated positioning), can be a DISQUALIFYING OFFENSE.
THIS IS NO JOKE FOLKS.
You would probably get the SAME TYPE OF STOP/CITATION for messing with an MP3 Player or other mobile device while driving. I've got 100GB of music on my phone - so it IS MY MP3 PLAYER. Make PLAYLISTS or let it random play - DO NOT GET CAUGHT SEARCHING FOR YOUR FAVORITE COUNTRY SONG WHILE YOU ARE IN MOTION. It's as distracting as TEXTING - and JUST AS DANGEROUS.
Same thing probably goes for fiddling with a GPS - and while it's not as specifically prohibited by regs - it's just as distracting/dangerous - and if you're wandering around your lane and the LEO see's you fiddling with something - you're just as likely to get written up under the phone citation - and I don't think telling them it was your iPod or GPS is going to help any.

State and Federal DOT Officers are responsible for commercial vehicle enforcement. "The truck police" you could call them.
CMV:
