Unfortunately there is no offline feature for the High Road Training Program. It only functions when you're online. So I'm afraid there isn't much you can do without a reliable connection.
When you hit the "Submit" button, if nothing happens you can keep hitting it. What it's trying to do is retrieve the answer key which is a very tiny amount of data. So try hitting the button several times if your connection is giving you trouble and hopefully one of those times it will go through. That's about all you can do I'm afraid.
