PA says they should have sent him a letter before the suspension was up. He can get a copy online telling him what he needs to do. However, the site says he may have been required to completely retest, even if it was not expired. According to the site, his actual CDL was never reinstated if he never followed the steps.
keep in mind, if this was a 2nd DUI , he may not be getting that CDL back.
The fact he allowed it to expire would suggest to me that he no longer has a CDL and would need to completely retest.

I'd have to agree. His license was suspended and he lost his CDL with it.
I'd recommend contacting the states DMV to see what needs to be done to reobtain his CDL.
The other hurdle he will face is that 1 year suspension. If and when he gets his CDL back, it will be difficult to find a job. Not impossible, but he won't have a lot of choices.
Once he gets his CDL back, I'd advise him to apply everywhere and take a closer look at second chance companies like Western Express, PTL, Carolina Cargo, etc.
He'll need to stick with them for at least a year of safe driving and more doors would open up for him.

I have been talking to another driver here in PA and we have been debating what he will need to do to get his cdl back. I have an idea but he has another so I want to ask here and find out for certain.
He had a Pennsylvania class A cdl when he drove a regular car and broke enough laws he had his license suspended for one year that began last July. His CDL expired in December. Now he knows he will need to pay a restitution fee but he thinks that’s all he needs to do or pay. I think he will need to pay the renewal fees and may need to retest entirely as it will have been expired over 6 months by the time he can have it reinstated. Can some of you out there please clarify the process.
