You still have to go to a private or company paid training course. A CDL with no training certificate makes it very hard to find work. The waiver to obtain your CDL with no driving exam has been in place for a while now. The waiver for knowledge tests and endorsements is what's new. I'm surprised about some of the endorsements being waived, specifically hazmat but, other then that this is really not a big deal IMO.
A CDL is required to drive any of the following vehicles:
Explosive, flammable, poisonous or otherwise potentially dangerous cargo. Large amounts of especially hazardous cargo are required to be placarded under HAZMAT regulations
