No one knows the answer to that until they have been pre-qualified, passed the medical exam, passed the CLP exams, graduated from a school, pass the CDL tests, complete road training and pass a final road test before upgrading to first seat status.
At that point you earn the right to drive for one of the companies able to insure a rookie driver.

Before getting their CDL, commercial drivers will receive their commercial learner's permit (CLP) upon passing the written portion of the CDL exam. They will not have to retake the written exam to get their CDL.
