Yeah - the clearinghouse has been in the works for a couple of years. Not fully implemented you - but WILL BE MANDATORY soon. Kinda like it tooks YEARS to get the DOT Med stuff online - not sure if that's even 100% yet.
There's a few organizations that have been fighting the deadline - and a few others that are still seeking some classification that will allow an exemption. But it AIN'T HAPPENING. The only folks that can't run "true ELD's" are the guys with "pre-computer" trucks - because the ELD's have to connect to the computer, because that's how they verify compliance (the ELD monitors truck in motion, but communications with the trucks ECU systems).
Many smaller operators see the ELD mandate as an attempt to push them out of the industry. There really isn't that great of a financial outlay for the system. A few hundred for the hardware, and a minimal monthly charge if you're using an "online synch". I have friends that use a bluetooth dongle connected to the OBD port, that talks to an app on a tablet (or phone) - but these are small guys that are doing motorcycle transport (yet still must comply with FMCSA regs).

The primary person a driver communicates with at his/her company. A dispatcher can play many roles, depending on the company's structure. Dispatchers may assign freight, file requests for home time, relay messages between the driver and management, inform customer service of any delays, change appointment times, and report information to the load planners.

But the REAL COMPLAINT that the little guys won't say in public - is that it PREVENTS THEM FROM CHEATING. And in many cases - the only real advantage they have (or HAD as the case may be) over the Megas, is the ABILITY TO CHEAT on their logs and get more hours/miles in.
Again - the disadvantages of being a little guy, over a company driver for a mega - in a very competitive/low margins industry.
I've engaged in the "safety aspects" of HOS regs - and while I agree there should be a little more flexibility in them - I don't want to share the road with 80,000 lbs of rolling death, with a driver that's been behind the wheel for 16 hours either.

It's quite common, especially for men, to fall into the "overweight" category if you happen to be stronger than average. If you're pretty strong but in good shape then pay no attention.
