Very unfortunate there are people that feel this is the only way to better their lives. There will always be people that see the $$$ in taking the risk to smuggle across the border regardless of how morally and legally wrong it is.
What are the legal ramifications of a driver that unknowingly picked up a relay load that originated in Mexico (or even in the US) if its being used for smuggling humans or any other illegal cargo. I've heard many people discuss picking up loads in Laredo that were dropped at a yard by Mexican truck drivers. If your load is sealed how can you ensure your load doesnt contain illegal cargo so you dont get jammed up, but also not have your load rejected by the receiver for the seal being broken. From my understanding DOT/Law Enforcement are the only exceptions where it's ok to break the seal which would all be documented on your BOL by the officer.
I suppose we could all just start pulling flatbeds and not worry about it
