"The second assumption was that the State records would be more accurate than the practice of relying on a driver's memory or honesty."
Hmmmmm... Are they saying THEY DON'T TRUST US?
So they're going to "fix this" - by requiring carriers make an annual MVR inquiry to state of licenses DMV? Many states still do not report violations from out-of-state drivers to their home states. Many states still haven't come to an agreement on "offense reciprocity". And since OTR drivers are more likely to catch citations outside of their home state - odds are they still won't make it onto their home states MVR (or at least not in a timely fashion).
We are likely to STILL HAVE COMPANY POLICY remain the same. That you are required to inform safety of any citations received while operating company equipment. Neither would this change in FMCSA policy, require companies to NOT have mandatory reporting as a COMPANY POLICY.
I get that FMCSA is trying to reduce redundancy - AND that the computerized records systems have gotten much better. But much depends on the local Clerk Of Court(s) office, as to how well stuff gets up into the State DMV record, and especially stuff getting from out-of-state to state-of-licensure DMV's...
FMCSA estimated that this could result in a cost savings of $28.1 million over 10 years, or about $4 million per year.
The government pee's away money faster than an alcoholic drinking lite beer - 4 million a year isn't even worth a trip to the bathroom for them.

OTR driving normally means you'll be hauling freight to various customers throughout your company's hauling region. It often entails being gone from home for two to three weeks at a time.

The Federal Motor Carrier Safety Administration is addressing an issue that came up for a proposed change in 1994 and 1997, and was rejected both times then, but that looks likely to finally be resolved soon, primarily due to an improvement in computer connectivity technology that makes the change feasible.
Rule requiring driver notification of traffic violations is on FMCSA chopping block
