You will need to start over. Many things have changed. Start here, Paid CDL Training Programs. This is not a complete list and some of the info is old. For example CFI is not on there.
Yes this is your best route. Since you will need a permit again you can use this free study guide. High Road CDL Training Program.

I've held a CDL for over a decade now - AND NEVER USED IT. I would have to start from scratch too - in fact I WOULD INSIST ON IT (though I would hope they'd let me keep my plastic without downgrading - I have other endorsements on it that would be a PITA to get back - like my PASSENGER endorsement).

So I went through a school in Reno, NV probably close to 10 years ago and got my CDL. I worked for Oak Harbor Freight at the time and they put me with a senior driver and began showing me the ropes of a local driver. Went great then got a promotion to a dock supervisor at another terminal and after a few years I didn’t renew my CDL cuz I didn’t think I’d ever drive a truck again. BIG MISTAKE!!! No longer with that company and haven’t been for some time.
Anyways, I live in California now and want to get my CDL again and am thinking that my best shot is going through a mega carrier because I can’t afford a private school again.
Is school my only option or can I go to the DMV and get the license reinstated or something along those lines? Not sure if anyone knows this answer but you all seem to know a to about everything trucking so I figured I start here.

Terminal:
A facility where trucking companies operate out of, or their "home base" if you will. A lot of major companies have multiple terminals around the country which usually consist of the main office building, a drop lot for trailers, and sometimes a repair shop and wash facilities.
Dm:
Dispatcher, Fleet Manager, Driver Manager
The primary person a driver communicates with at his/her company. A dispatcher can play many roles, depending on the company's structure. Dispatchers may assign freight, file requests for home time, relay messages between the driver and management, inform customer service of any delays, change appointment times, and report information to the load planners.DMV:

The state agency that handles everything related to your driver's licences, including testing, issuance, transfers, and revocation.
HOS:
Hours Of Service
HOS refers to the logbook hours of service regulations.OWI:
