Thats crazy!!! In my landscaping days I used to haul a skid loader around quite a bit. That truck didn’t move until I personally secured and double checked the 4 ratchet chains.

An inexperienced, untrained driver could absolutely make this mistake. Stupidity has no boundary.
I saw this. IDC if you're knew or experienced, this is a no go on so many levels. My guess is this was an experienced driver. I don't think a new driver would take this kind of a risk.

State and Federal DOT Officers are responsible for commercial vehicle enforcement. "The truck police" you could call them.
