The company I drive for uses a mandatory app called "Truce". If you want a job you download it and it automatically blocks cell usage above 5mph.
I draw the line there. I have a family and that line of communication has to be open. I also don't need an app to babysit me and I'm not installing anything on my phone that can interfere with how it operates.
Banks,
For me a driver facing camera would have me walking out the door. I wasn't exactly pleased with the option of getting the app. The company pays for your cell bill up to $30 a month since they require the app. I used that to get a budget plan on an old phone that I utilize only when in the truck and keep my main phone separate. My family has the number and I can make and receive calls when I am stopped, which is what I would do anyway. I like the ability to keep them separate and if that was not the case it would be different.

Definitely should be a MUST SEE by new drivers.
My first co-driver at CRST, would constantly be using his phone, listening to music hitting the button. I got all up on his arse about that!!! I' don't plan to die just yet dude" I'd remind him.
2nd time I took him back as a co-driver (hesitantly) He'd gotten a LOT worse. He would be video calling his 304's in Tijuana, or LA .....Needless to say, I didn't stick around long with him the 2nd time....
I never used my cell driving, if someone called, I'd make em wait til I was stopped, for the night, or at a fuel stop. I had my usb stick loaded with my tunes to listen to while driving instead of the cell phone.
But, like they say, "Ya can't fix stoopid!" Far TOOO Many out there on the roads texting etc while driving, in auto's or trucks with the mentality "That'd never happen to me ! I good at this texting etc"
