I'm not sure, but im wondering if its a non domicile cdl , and if given the nature of hazmat that you would need to be a naturalized citizen. I'm pretty sure that fmcsa requires a minimum of permanent resident status among other things.
Given the problems that are occurring due to non domiciled cdl holders and the fraud that occurred the last several years, its likely that the federal agencies are going to tighten their requirements and enforcement.
A CDL is required to drive any of the following vehicles:
Explosive, flammable, poisonous or otherwise potentially dangerous cargo. Large amounts of especially hazardous cargo are required to be placarded under HAZMAT regulations
The CSA is a Federal Motor Carrier Safety Administration (FMCSA) initiative to improve large truck and bus safety and ultimately reduce crashes, injuries, and fatalities that are related to commercial motor vehicle
The FMCSA was established within the Department of Transportation on January 1, 2000. Their primary mission is to prevent commercial motor vehicle-related fatalities and injuries.
What Does The FMCSA Do?
To the best of my knowledge TSA handles all the official fingerprinting for gov’t agencies.

Hello,
I am a new CDL holder in Ohio and got my Triple Double and Tanker endorsements.
I am planning to take the HAZMAT endorsement too.
For that, I tried to register with TSA-IDEMIA, and the system was not letting me complete the registration because my immigration status here in the USA was not showing/available in their system. I have a valid work authorization card till 2027, a valid CDL license (Ohio state), an SSN , a valid Canadian passport, an I-94 record, etc.
My question is, is there any agency in Ohio other than the TSA that could take my fingerprints for the background check and get the results back to the Ohio BMV so that I can write my knowledge test?
